This follows U of T's blanket institutional rule: transfer credit for secondary school IB is restricted to Higher Level exams only. What makes this subject worth discussing is what SL students are specifically forgoing compared to HL, and the outcome varies sharply by campus.
The HL picture for French A: Language and Literature reveals a significant campus split. At UTSG and UTM, HL earns a generic 1.0 FRE1**Y credit with No across all three restriction columns, useful as a breadth requirement filler, but carrying no program admission, program requirement, or prerequisite value. At UTSC, however, the outcome is strikingly different.
UTSC awards French A: Language and Literature HL two unspecified half-credits, FREA**H + FREA**H. UTSC awards all secondary school transfer credit as unspecified, but its notes state you have the equivalent of FREA01H3 and FREA02H3, and the award carries Yes across all three columns, so it still counts for program admission, program requirements and prerequisites. FREA01H3 and FREA02H3 are the foundational Language Practice courses that appear as required credits in every French program at UTSC, the Minor, the Major, and the Specialist, and serve as prerequisites for all B-level and higher French courses.
