Carleton awards IB Biology HL (5+) as a named equivalency for BIOL 1103 + BIOL 1104 (1.0 credit), not generic 1XXX elective credit. That puts Biology HL in a stronger category than most of Carleton's IB awards, which are unspecified placeholders (see the Carleton IB transfer credit table).
The practical value is the prerequisite chain it clears inside the B.Sc. Biology program, where BIOL 1103 and 1104 gate the second-year Biology basket. Carleton's B.Sc. Biology Honours requires 2.0 credits from BIOL 2001, 2002, 2104, 2303 and 2600, and each of those lists BIOL 1103/1104 (or 1003/1004) as a prerequisite. For Biology majors, the IB award functionally replaces the first-year Foundations of Biology gateway.
The effect is narrower for related programs. In Biochemistry, the award covers only the Biology block; the 3.5 credits of first-year Chemistry still have to be completed before BIOC 2200 and the rest of the second-year biochemistry sequence open. In Neuroscience and Mental Health, BIOL 1103/1104 sit in a separate block from NEUR 1202/1203 and CHEM 1001/1002, so the IB credit does not shorten the NEUR or Chemistry sequencing.
